They will, and likely eventually will win. But Apple will drag this out in challenges and rebuttals. I'm sure they had their lawyers come thru the DMA text and what they planned to do and see if it looked like it would be allowed. So they are basically maliciously complying and ignoring the intent. EU may have to do an addendum spelling out such "compliance" isn't acceptable. The point of this is Apple doesn't want to do it, Apple wants to dissuade others from making it law.
