Only in the Army, which is boring as hell but still very different to prison.
I see a lot of capacity for self-pity in people, very little capacity for reflection.
Any outland will be harsh if states and municipalities can have their own citizenship / residency systems. Someplace will always want to be a "Sanctuary City" but it won't be anywhere a sane person would want to live
