Each relay is allowed to censor / moderate by its own rules but the discovery of new relays is not dependent on your existing relay list. So a govt might block access to relays, new ones can pop up and users can publish to them to get around censorship.
I don’t think relays currently exchange posts with each other. A relay proxy (relay relay?) would make the nostr network more resilient
