We're trying to automate some of it with gherkin tests people can use to check their implementations against the newest specs, and
mikedilger (npub1acg…p35c) has some relay tests, and you can monitor websites and see when they change something, but it's an uphill battle and you'll never get even 80% coverage of the biggest implementations and most-popular specs.
That's okay. Therefore, the protocol never ossifies or becomes obsolete.
