Depends on the fan. Sometimes they're sealed, sometimes they're not; sometimes they're plain bearings, sometimes they're ball bearings, sometimes they're magnetic or something more exotic. A lot of computer fans, by the time they slow down or start making noise, it's too late for lubrication, but you never know until you take a look.
