You could really read it either way.
On the one hand, Peter was a very important figure in the early church, though certainly not an infallible one.
On the other hand, Peter is not with us today, but the confession of faith certainly is.
I think the fact that Jesus shifts from "Petros" (Peter) to "petra" (rock) is significant. He doesn't say upon him (Peter) but upon "this petra." I think that certainly is a nod to Peter as initiator, exemplar, and leader, but more directly points to the establishment of the church as being founded upon the revelation of Christ Himself.
But it's certainly something to ponder and there is a wide berth of valid viewpoints on the subject.
