There's nothing near-universal around the world. Just check age of consent between different countries and legal drinking age between countries.

Even if we assume that there is somehow an "universal standard" that everybody agrees upon and doesn't question it in the slightest, fictional character "age" is subjective and what "age look" is also very subjective. Example number one - fictional character looks underage but author says that age is 18, or even looks very underage but author says she's 30 but got age reduced from a magic curse. Example number two - one of my friends who is taller than me, smarter than me and overall better than me in probably everything, i was wondering why he doesn't go to bar with the rest of the group, turns out he's underage, and I still can't believe it.

And you end up dwelling on this issue too much while completely ignoring the real issues - child trafficking, elites engaging in pedophilia, real child abuse. All because it's way too easy to pick on fictional stuff, it's quite similar to people trying to ban videogames because they "cause violence"
