I don't know the answer to your question but figured I'd chime in with a comment. With murs and frs radios ... the radios are licensed so the operator doesn't need to be, but they're locked in to certain channels and power. Ham radios arent locked in to certain channels or powers because the operator is what's licensed and should know what freq to operate on. Most radios listed as "amateur radios" aren't locked to specific channels because they're meant for ham operators.
