Tell that to Apple's entire computing lineup which is no slouch when it comes to general work and productivity. Or the countless people doing general work and productivity on Chromebooks or Android devices. ;)
There's nothing inherent to ARM that's not suited for it, there just aren't many good options for "desktop Linux" on ARM, yet.
