They have offices worldwide as they need content moderation and tech teams in localised places.

The company itself is headquartered in the US.

The GDPR applies as their service is not only marketed at US people and they process data of EU residents.

Now, I will happily hear the argument that a 4-letter TV news station in Bumfark, Idaho does not need to adhere to the GDPR as their target audience is local people only. If an EU resident does end up there, well, it happens.

But a data scraper that any reasonable person can see immediately that EU residents will be caught up in, and a _lot of them_ - not based on opt-in, yes I feel the GDPR will apply.

Obviously, the only real person who can tell us is a data protection registrar. I'm going to make some popcorn.
