If somebody of these instances believes that they should not be included, they can contact us.
Could be also that they were limited during one of the spam waves and we forgot to undo it... 😅
Limiting is like the step before suspending the whole instance, but some stuff on Mastodon works a little bit weird (especially limiting/silencing, since there are tons of things involved: replies, hashtags, followers...).
