To be transparent: The issue in this case was caused because the moderator was trying to work through a backlog of reports and in their hurry didn’t read the context of the reported message, but instead just acted on the message itself. So the easy solution to this would be to ALWAYS check context. This would require more moderators, but that can be arranged.
