Sean Carroll said in his podcast that it's not the same the "time" that the "arrow of time", and that in a system in equilibrium you can still count the passage of time. But if the system is the entire universe after the so called "heat death" I'm not so sure if everybody would agree that time can still pass there.
(It could be that Carroll had that precise case out of his statement).
