Here’s a process worth trying:
Get a bunch of free/dirt cheap stuffed animals. Always have a few laying around, handy, here and there.
Introduce each new one to the dog with permission to mouth it. We say, “Yours” and initiate play with it. Once it’s happily in their mouth, “Yes! Yours!” Tugging can encourage tearing. Encourage them to enjoy going at it!
