Sometimes it works. But usually these "roses" are not regular rose plants but just branches, cut from a bush, treated with rooting powder and hormones to keep them small. When you look in the pot you don't see the usual knot at the ending of the root from which the branches come out but just small sticks directly going into the soil, like chives.
The chance to get a healthy rose is small, you're lucky thus.
And even if you get a rose bush: probably it's an ordinary polyantha rose.
