It seems similar in some respects to Mutualism, Anarcho-Syndicalism, Libertarian Marxism, or Council Communism, in that it isn't state based, and there is shared community 'capital'.
However, those systems don't compete against other communities or capitalists, nor is there anyone considered relatively / substantially wealthier.
BTW, It is worth noting that many Socialists don't believe in property being held 'for the general welfare' (as in state socialism), but believe in it being community based, with individuals being able to join or withdraw voluntarily.
