GoDaddy and Host Gator are still alive, so I'd say so. Also Minds, Pixelfed, WordPress. I think it's mainly used by people who have a relationship with shared hosting for some reason. Or people who were building PHP in the olden days. It's not too different than JavaScript but it's not asynchronous, so I don't think there's a technical justification to use it in a new project.
