If you feel safe walking down the street in your town, safe knowing no one will hit you over the head and take all your stuff or hurt you it's not because there are police, or because there are laws, it's because your neighbors are decent people.

(I feel very safe in NYC and in the Bronx for this reason. I like the people here, they have had my back many many times, and I've had theirs.)
