Bugs are unintended (maybe except in case of malicious devs), but non-conformance is deliberate. A bug will be fixed, even if the fix is defered indefinitely. But diverging from a spec is part of a design/plan. Now, if the spec allows ambiguous interpretation resulting in incompatibilities, then maybe the spec has the bug. Buggy specs are kind of how we end up with v2 and v3 of OSS licenses. Anyway in full disclosure, I don't know anything about GL or Vulkan.
