Is it some tradition dating back 400 years that makes a marquee erected for the purpose an unthinkable option (possibly to do with an action Horatio Nelson took during the Battle of the Nile)? Some ancient unwritten agreement with the Guild of Master Umbrella Smiths and Associated Haberdashers that prevents making these announcements in some kind of suitable hall or briefing room?
