They did, except I am not sure the goal was ever a direct war between the US and Russia. They were hoping (and succeeded) to drive a wedge between Russia and the EU. They were hoping (and failed) to bring economic ruin to Russia. The big loser in all of this is Ukraine, and then the EU.
