There is no "HS2 money" to spend elsewhere. It was financed by the future income it generated, or rather _permitted_ by getting long-distance trains off of existing tracks and enabling lots of new local and regional services to run. Once completed it would pay back its costs.
Without building new tracks that can't happen.
