you can send bitcoin anywhere, it’s a matter of how they’ll receive it. not sure of specific bitcoin laws in iran, but they cant stop a bitcoin transaction. they can make it harder by blocking apps, but the protocol itself cant be blocked. there’s many ways to create a new wallet, and it’s relatively easy to open up a port that will allow inbound/outbound connections for bitcoin transactions. you’ll want to run your own bitcoin node for this
