This is a subsidy for the rural rich. There are very large estates out here that are only reachable by air (they have a private airstrip), or poorly maintained single track. They run off grid solar, have their own wells and septic. These aren't Unibomber shacks, they're proper mansions, just away from everything on hundreds of acres of land.
