Despite popular belief, Arch Linux does not always push out the latest right away. Occasionally, when the update is significant, it may go through some minor testing, plus some rebranding. Additionally, even when it is pushed out, the repos may cycle through that update, so what repo you are using, may receive it later. This doubles as a stop gap measure, should something critical be discovered in the wild, minimizing any harm on the ecosystem.
