Once again I try a "useful new #CSS thing" and find the half-arsed half-implemented status stops it being useful _at all_.
If I want to use overflow-clip, you can be sure it's because I want to have something overflow in one direction.
Which means I need overflow-clip-margin to take parameters for top, right, bottom, left.
Which of course it doesn't.
So, no, we can't just do a nice "poke this out of the top of the box only" solution because CSS only knows "the axis".
Well fuck.
