There used to be ranked matchmaking, so you would only be matched with other players that could devote 5 hours a week to the game and the skill levels were fairly equal or balanced. That way, the guys playing 10 hours a day could be matched with others on their level. There were exceptions obviously, like a party of low levels would bring in one high level player and just run the match; or if the other team was really good and on their way up in ranks. Anyway, you wouldn't get matched with them again after being defeated.
I wonder why they got rid of that style of matchmaking and if it's related to the purposeful elimination of co-op gaming, where they want us isolated instead of in a group environment.
