I think there are some elements of the government who have limited information on the subject and work towards getting more transparency. Then there is a group who run the show in secrecy and is actively pushing disinfo to the public. Then, in between these two groups there are people who have no interest in the subject until we get this type of event that forces them to take a position. IMO, Chuck Schumer is likely to be affiliated with the second category (although he probably has limited knowledge on the topic).
