I don't think you can plausibly fake 26 deaths like that. It seems more like an opportunistic attempt to use a tragedy to push political goals. 0.01% or whatever of the population is crazy, so all they have to do is wait for someone to go postal and then use that to push the narrative, they don't have to manufacture it.
