I use both for sharing photos.
PF is more like IG and I only see photos (or images) when scrolling. I hope it will compete with and replace IG someday.
I guess Mastodon is more like sharing photos on Twitter. Not sure why but I see different photos here than I do on PF although there is some overlap.
I also use other sites like YouPic.
