Sam attempted to stop Frodo from leaving on his own. Sam, who couldn’t swim, waded into the water after Frodo left in a rowboat.
This led to one of my favorite lines from the movie.
"Frodo: I’m going to Mordor alone.
Sam: Of course you are, and I’m coming with you."
