Yes, proof of work could fix this, easily. But it is a coordination problem. Clients add work but relays don't care. Relays wanna get paid because they cost money to run and maintain, your work didn't pay them. Other clients don't really care about work, until most of the messages have work and individuals filter out messages without work.

The better way to use 'work' is to mine Bitcoin.
I agree with your supposition that pay per post is better than pay for relay access. Relay software doesn't support this yet but I imagine it's going toeventually. Again, a client has to support the relay that supports this. You need an integrated wallet and a NIP for this standard type of pay to post event so that any client and any relay that supports this will get along.
We're in the first 3 years. It'll get there.
