I once visited a game studio that was doing GBA stuff, and they had some custom rig that copied a region from PC's screen to the GBA screen, so that the artist could use photoshop and see the results directly.

Does that make CRTs inherently better for pixel art? No. It just means that pixel art that was done on a CRT looks "better" on a CRT, because that was what it was designed on.
