Maybe I don’t know exactly what you mean by “civics” in this case. But I don’t see civic engagement as a reason most people use social media. Some do, but that’s not the bulk of the users. In fact, it drives more people off than attracts.
Your vision requires one of two things that most social media users don’t want.
1. Work. They have to set up and maintain their own instances. That’s a non-starter for 99% of social media users.
2. They would need to pay to use an instance. After decades of getting it at no financial cost, a pay system is not likely to catch on.
That leaves ads, which is the current system. And under that system big tech wins every time.
