In case btc is a centralized entity, probably they can. However that's (to my knowledge) not the case. So they could ban you from using it and will need to pit in place infrastructure to detect and mark citizens as users. This is most probably not going to happen as that would be expensive.
I'm interested if there are any misconceptions in this statement.
