Nothing having to do with the identity of the predator, it has everything to do with location. The predator was online, meaning the cops might not be able to track him down, and if they did it would mean a whole lot of paperwork and he might not even be in the cops jurisdiction, so no arrest for them, meaning their quota stays exactly the same. Better to just ruin the life of an 11 year old by shackling her with a Child Porn charge and throwing her in jail for a decade. Not like they care, it ain't their daughter fuck her!
