if you use a client, and that client doesnt get your contact list event (which is kind 3), and then you add someone, then the client will create a new contact list event with just that one contact. so its a problem in client logic + how you use it. basically when your client shous 0 contacts for you, dont add anyone. but mostly its a client problem too. #nostr_console will try to avoid this by asking the user if they want to proceed when they add first contact
