the way I see it, it is difficult to have healthy public services for many different things because it is difficult to develop core competencies.
So an organisation can not be equally good in many things. We see it all the time companies good in one thing fail in another.
This also applies to the public sector.
But the one thing public sector should be good at is governance and regulation. It is literally their main reason for existence.
When they fail to regulate that means that they are failing on the one thing they were created for.
I do not believe this is by accident, the corruption is because politicians can influence these decisions. Generally speaking when we have independent bodies that are responsible for oversight of certain parts of the economy or the society we have better results when they are truly independent and they can not be influenced by the politicians.
In this case ofwat has failed. It’s not only Thames Water that has failed, it is a failure of the regulator as well. In an ideal situation the justice system should intervene and people should be punished but I am not holding my breath.
