No. All that was required to bring down those charges was permitting competition. It was NOT required that AT&T be permitted to maintain its local plant monopolies and then shirk their public safety and carrier of last resort responsibilities, literally leaving vulnerable people with NO reliable (or even ANY) phone or Internet service of any kind. That is what TODAY'S AT&T is doing, in addition to bribing government officials and lying to the CPUC.
