Is that a brick wall limiter? If so, it's "compressing" (turning down the louder frequencies) by putting a hard limit on the output. Some brick wall limiters will have a separate "brick wall gain" that is basically make up gain that's a required limit instead of addaditive to bring the volume back up if you pushed the first stage limiter down below where you want the output at that stage.
