You can learn a lot by listening and it doesn't require a license. I'd suggest picking a cheap VHF/UHF walky talky, such as a baofeng UV-9R. Program it for your local repeaters, listen and get a feel for your local ham scene. If you are thinking about getting your general license to get into HF, you play can around with free web SDR's to get a feel for what that is like. Try listening to the 17 or 20 meter bands during the day and 40 and 80 meter bands in the evening.
