Technically when installing from a Live image there is nothing to prevent you to use any partitioning tool (including blivet-gui or gparted) before running the installer.
But embedding it directly in Anaconda is tricky and cancels out one of the benefits of the Web UI - namely ability to reduce dependency on GTK.
Thus reusing Storage component from Cockpit feels like a better fit.
I would be interested in learning why blivet-gui feels better.
Is it the visualization?
