When I used to do hydraulic design for bridges, the standard was to allow one foot of clearance between the top of the 100-year flood water and the bottom ("low chord") of the bridge. When you see flood pics and that's how the bridge is, then it's a design storm and anything underwater is known to be in the flood plain. When you see no clearance (pressure flow) or overtopping, you know it's a >100 year storm, much bigger than the infrastructure was designed for.
