One of my cats, Meera, absolutely loves the snow. When she was younger, she would do everything she could to sneak out of the door to go play in it.
My solution to keep her safe inside was to fill the bathtub, and now she jumps in as soon as she sees me coming with the shovel. She doesn't eat it, just digs tunnels and flings it around.
