Many commercial lots have their outlets on a timer, and it’s important to know when yours is on, what the cycle time is and at what temperature is it active.
After that it depends on the vintage and condition of your vehicle and battery. Newer fuel injected engines *tend* to start better when colder (no guarantees!)
My rule of thumb is no plug down to -10, and always plugged below -25.
