How is it in my country (France):
- you want to grow vegetables in your front garden? Do it. Too many vegetables for your own use? Put a panel "free vegetables", so nobody will be harassed by cops.
- you want to grow vegetables for free in public space? Ask your municipality, they probably give you subsidies to do it.
- it's forbidden (by law) for markets to drop in the bin food, they have to sell it to food banks
- collecting food and distributing for free to peoples who need it is the job of one of biggest association in France.
And we're still behind other EU country, considering food security.
