We just released Boltz Backend v3.7.1 "Paying off tech debt" 🧡

Highlights:
* include user lockup transactions in swap updates
* add failure details to swap status
* throw error when setting expired invoice
* save permanent payment errors in db
* change license to AGPLv3
* allow for cooperative refunds when CLN pay failed to pay an invoice
* add missing status for cooperative chain swap refunds
* fix off by one in BIP-21 routing hint
* bump CLN to v24.05
* bump LND to 0.18.1
* bump Bitcoin Core to 27.1
