Here's the idea with ROM carts in Sentinel 65X. Your basic ROM cart PCB, as it ships, will accept an SMD NOR flash ROM of a given size and footprint. The /WR line from the cartridge port is routed to the flash ROM chip via the little tab in the upper right corner visible in the attached render. Once you program and verify the ROM using the appropriate software on Sentinel 65X, you can then take a pair of pliers and break off the tab; this severs the /WR line, rendering the flash ROM unwritable without hardware modification.

Of course, for repair purposes, there will be a set of pads to reconnect the /WR line temporarily, in case you should need to reflash the ROM in future.
