Nostr uses libsecp256k1, a bitcoin library. And nostr was built by bitcoiners. So nostr would not exist without bitcoin.
Now that it does exist, i dont think nostr has any dependency on bitcoin except for that library. Devs build on nostr for all sorts of reasons and some of the better-known devs aren't even into bitcoin (
