From what I understand, Quantum was more a broad aim to improve parallelism than a specific technology: integrating bits of Servo into Gecko (WebRender), the introduction of Stylo (for CSS) and greater process separation.
I was involved with the Sailfish browser update from ESR52 to ESR60 (covering the Quantum release) and I recall the big change was the introduction of Rust (from none to some).
